When i pull all up the keel still is out of the bottom for more than a foot.
I that correct or i have someting that i cannot pull all in?

Just seen your post; probably the cause of the remaining extension is the way the raising line goes around the pulleys in the centreboard casing. If the knot or splice in the line reaches the pulleys on the forward end of the casing, then it will prevent further movement of the board. Mine usually extends for about six inches because of this, but resting the boat on blocks when ashore will push it right into the casing.
