39 Pilothouse tank removal/replacement?

hi all

so, apparently one of my old fuel tanks sprung a leak and dribbled diesel into the bilge and from there, somehow, all over the ground (drydock) this past winter
the boatyard is billing me for the clean-up
two questions:

1. I did not have an electric bilge pump hooked up - I was just pumping the Whale every month or so to empty the bilge
I did not notice any diesel in the bilge water th last time I pumped (or any other time previously)
their theory is that fuel in the blige leaked out via the propeller shaft seal
is that possible? how much could leak out in less than a month? if that seal were permeable, wouldn't that mean the boat could sink?

2. any idea what a boat shop would charge for replacing the tanks? it looks like a huge job - has anyone done this?
