I did mine about 4 years ago with bicycle handlebar tape. Buttjointed the two lengths with superglue (a bit under the joint as well) and glued the end. I like it. I used black and its nicely padded, no issues wet etc.

It sounds to me like you need to make a new wedge. the clearance should be uniform around the collar. It's a fairly easy job with Spar Tight. I tried and tried to get a new wedge ring from Rig rite, they just would not respond (kept saying they would call, never happened) I used Spar tight, worked really well. I had to make some trapezoidal-shaped wedges out of 3/8 HDPE with about a 5 degree cut to put between the studs for the collar and...

I put an electrical one in, so I can have a gauge on the breaker panel.. If you want I can look at it and get the brand, pretty simple install, compared to removing and cleaning the tank anyway...
