Silicone caulk around the mast collar is standard; that’s how it’s supposed to be sealed. It sounds like someone just did a sloppy job of it. The mast partners are solid fiberglass, so there’s not much there that can really go wrong.

That looks real nice! I would also recommend these bulbs from MarineBeam. They start out red, and then if you turn the light off and back on it switches to a nice warm white light. Two holes is plenty. You don’t want your mast looking like Swiss cheese, especially towards the bottom. Just use the empty hole for additional wires.
