I would not trust my boat's flotation to a blob of silicone. And welding on a skin fitting in a GRP boat would probably burn a hole in the hull. I would replace the damaged fitting.

Your flue won't work too well when placed too close to the mast. So perhaps you can devise a way to move the flue away from the mast with two 45* flue elements?

I put vaseline all over my mast and inside mast partners and cast a PU resin wedge on top of a plywood disk with a hole in it for the mast. I have no reason to believe there are other, better techniques now. I've tried rivnuts but tore them out of the mast. The edge holding them in the mast is designed for sheet metal and too small to hold in carbon hole.
