That is the deck drain, same on the 3 "84 Hoyt 32's that I have seen.

Regarding you last paragraph, the lack of expansion room is what I believe to be the root cause of the plexi on mine to crack. Tom, I had wondered the same thing about my '84 32 as it has the same mounting as yours, no framing at all and only screws holding the windows. You should be close to max RPS when WOT. If you change prop pitch and get 3400 RPM with no smoke, which you shouldn't, you'll be about as good as can be hoped for.
