Find a welding supply shop. They see lots of weird tanks and can probably recertify yours and fill them as well.

After starting you need to see that both banks are getting charged. This may be as simple as switching to "both" while the engine is running and going back to "house" when sailing or at anchor. Look for clogged liner holes in the aft compartment. My 36's holes were clogged and when unclogged it drained well with no further problem. Not sure of the source.

I used an 18v Nicad battery Milwaukee 3/8 drill on my f36 for ten years. It was not a right angle and also not an impact driver. For your neutral test are you sure your throttle linkage is adjusted to allow maximum rpm? To test: with engine off put throttle to full speed, remove linkage at the engine and try to advance the engine throttle arm beyond where the linkage put it.
