I have the same problem and just removed the rubber part (its called a gaither) so I could take it to a marine supply store and match it for a replacement. I know the pump is a Whale, but I too have never found a model number or name. I’ll share whatever I learn.

Don’t have model numbers but I replaced several parts on my Whale manual bilge pump on my 87 F 28 last year. The outer boot definitely doesn’t effect the pumping but is indication of potential trouble with the internal bladder that does. Mine was a Whale, and I got replacement parts on a close out table at west marine for about $10. ( my wife didn’t appreciate my glee at finding the correct parts cheap!) . I removed the pump took it in to West Marine (mega store in Marina Del Ray CA that has most of their line) and matched it up. They stock quite a lot of Whale replacement parts. Wound up replacing the internal bladder, kept the old one as a spare as it was still quite functional, replaced the outer boot and put a newer plastic Whale cover on the outside of the pump in the Cockpit. This new cover has a little door that opens upward and exposes the place for the handle, looks more modern and works quite well. That new door fits the older pumps and newer models as well. The internal parts fit my old pump and newer models as well. You may have to do some further research to get part numbers, I couldn’t find numbers on the pump body. There is a Whale distributor in San Diego, I am sure on the east coast as well. Whale is British company if I member correctly and have a website.

Last time I was on the boat I noticed pretty serious deterioration ofthe external rubber bladder on my manual cockpit bilge pump. OK, to behonest I have noticed this for several years.
