I have been able to rig my freedom 21 to about 90% from the manual, but
have two questions that I am unsure of.
#1. The tack corner of the mainsail is attached to what? and with what
hardware?
#2. Can someone explain the reefing lines to me. If I understand
correctly, they run through the boom, up through the loops in the
mainsail down through the block at the base of the mast, and back to
the cockpit.

Brian,
I hope one of the more experienced/ verbally adroit sailors responds
to your questions with terminology that is helpful to you, but I will
try. The tack of the mainsail is fastened to the chrome/ stainless
steel plate that “emanates” from above the forward end of the boom–
i.e. the same part that attaches the boom to the mast (gooseneck?)–
by a cotter pin. In other words a pin passes hoizontally through the
vertical element of the plate, then through the sail grommet, then
through the other end of the plate, and is made secure with a ring of
wire that goes through a hole at the end of the pin. There are a few
holes in the plate at that location, which suggests to me that the
tack can be attached a little higher or lower.
The reefing lines pass from “stopper thru turning block to “hook on
block” that catches the luff cringle thru boom, around sheave up thru
cringle then finishing around boom (bowline to itself)” (courtesy
Sean Mulligan).

The tack on my mainsail is simply lashed with a bit of cord to a D-ring welded
on the top
of the bolt which connects the boom to the gooseneck.

she came unrigged. The first owner gave me the lines but they were
about 20 years old. I have bought new lines per the chart “Freedom 21
Line lenghts” found on the freedom21.info page.
I have the original commissioning instructions but they are a bit vage
on how exactly to rig the lazy jacks. Can someone give me a clear
idea how to properly do this?

Per the F-21 Factory Rigging Parts List: 14’ lifeline wire (1/16"
7X7) with thimble at top and Harken 082 block at bottom. The
thimbles are shackled to a pad eye just above the spinnaker halyard
exit. A single 22’ lower braid line (1/4") dead ends at the aft
cleat on the bottom of the boom, passes up to the bullet block, and
then down through the forward most eye on the bottom of the boom then
back up to the bullet block on the other side and back down to the
cleat where it started. This should be set to hold the boom up when
the sail is dropped but not so tight that it fouls the sail.

Lazy Jack Adjustment
The tension of the lower line of the lazy jacks has to be adjusted
when sailing and should be slack enough so that when sailing to
windward it allows the leach (the back edge of the mainsail) to be
tight but not too tight. If the lazy jacks are too tight then there
is no way that you can get sufficient tension on the leach of the
mainsail and the boat will not go to windward.

I just posted pictures of my ongoing renovations of the “Winners
Bitch” see Hull#345. Picture #9 is my attempt to rig the lazy
jacks. I will re-do them per your directions next weekend.
Like I said the boat came compleetly unrigged with a box of old line
(none of it marked) and some of it with blocks attached. I now have
all new Sta-set lines from West Marine (by the way they just went on
Sale for 25% off this week and West refunded me the difference when I
called and asked about it). Could you help me with directions as to
how to properly rig the vang and the main sheet?

Here are a couple of pix from my F-21 showing about every line you could have. Most of the lines have to do with the spinnaker. There are two reefing lines that go thru the boom, Main and Jib/Spinnaker Halyards in the mast, boom vang and mainsheet are really all you need to get out there.
