I recently purchased a 1988 freedom 36 without radar. Is it best to

I would use a pole. Freedom never recommended that holes be drilled in their masts, infact I believe it voided your warantee. I have seen radar reflectors mounted on Freedom masts, never the radar unit.

I have radar mounted on my cat ketch’s mizzen mast, and the same
technique would work on a sloop. My mast mount is made from two
stainless-steel collars that pressure fit to the mast at a given
height. The collars are open at the back to account for the sail
track, and they bolt together at the front with the step for the
radar mount. The whole unit is friction-fit and then bedded to the
mast.
I plan to use the same method to mount my new foredeck/steaming
light to the main mast.
As a side note, drilling the carbon fiber mast doesn’t void the
warranty; however, there is a recommended minimum spacing distance
for screws/rivets. Mark Edwards may know that number - off the top
of my head, I can’t remember it.
