RE Flaking topcoats another thought.

With great care and a very sharp fresh razor blade, one can probably
remove most of the flaking material. I have used this procedure in
the past with great success. Keep the blade at a very slight angle
to get under the unflaked material. Sometimes a little water could
act as a lubricant so the blade does not scratch.

Remember GREAT care. Quit if if it does not work.
