I’d check to make sure that when you’re locked in reverse, the shaft is
in fact not turning. If it’s not, then is this something that happens
every time, or is it intermittent? If it’s intermittent then maybe the
prop is going into an orientation that sets up a weird harmonic… or
maybe you’re just sailing too fast

Once I had a humming noice that I thought
was due to addition of a windvane. Turned out to be too much slack in the
steering cables in the edson pedestal. I had rebuilt and replaced the pedestal
and cables and hadn’t put enough tension on them. So the rudder was
actually moving/vibrating back and forth somewhat under certain conditions.
