Gelcoat is part of what most people call the fiberglass. Its basically the top layer and normally doesn’t need to be added except if it is scratched thru.
The hulls are normally cleaned and re-painted with a special bottom paint that is expensive but can be done yourself.
I’m not sure what you mean by “lanyards”. If you mean the ropes to pull up the sails, us yankees call them halyards, and it will be important to get the correct length and diameter. There are certain different types of rope (called line when on a boat) that stretch differently or have other characteristics for certain situations. Line can be fairly reasonable or expensive. There are lots of sources. If by “lanyards” you mean the safty lines around the edge of the boat, that is not as expensive although they normally have a very long life.
The sleeve you refer to is probably something particular to a Freedom 21 and is very important. Some other F-21 owner will be better to answer where you can get one.
The sails may be able to be cleaned and refurbished. There are a number of places that do that kind of work.
A name and port is more a custom than a law. You will probably need a State registration but I would wait until Jan to get next years. People either paint on the name of more commonly use decals, made by a sign maker. Typically your port is where you keep the boat. I imagine San Antonio would fit nicely on the back.
I would suggest you order a magazine called Good Old Boat. It has a bunch of advertisements for services or products you might need, along with some helpful stories. As for cost of all this, some people go with an open checkbook to a full service marina, which makes it easy but expensive. Others are able to do all but the most difficult tasks themselves.
