It's all a matter of scale. Yes, we can "freshen" a room by oxidizing smelly molecules in the air of a smallish box called a hotel room. However, when we're talking about THE ATMOSPHERE, that's a lot of volume to make O3 in signicant enough amounts to matter. A major lightning storm can generate more O3 than all the air fresheners in the USA.
BTW: I don't recommend use of these Ozone generators in a really confined space, like a sailboat cabin. Ozone is a mucus membrane and lung irritant (not good for you, especially asthmatics). Also, organic compounds of all sorts (rubber, plastics, varnish, paints, etc. in the interior of the cabin) are destroyed by the oxidizing power of O3. This is the major source of auto tires "rotting", where the sidewalls begin to craze and crack. Ozone needs to be up where it belongs, and nowhere else on our planet's atmosphere.
