If it is a mechanical gauge, unscrew the sender on the tank and free up the part that floats up and down on the shaft, see if remains free, then reinstall.

If it is like mine, it is a mechanical gauge that works by a captive float moving up and down a metal shaft, the movement of which moves the dial (I’m not sure how). Sorry that my comments were unclear. Simply unscrew the gauge and the whole assembly should lift out, gauge, sender, etc.
