I have heard informally that a US flagged boat can stay in EU waters
for up to 18 months without paying the VAT tax on an imported vessel.
Can anyone on the list with any personal experience or knowledge in
this area of EU taxation, explain the details of legally avoiding
paying the tax?

Tom,

I tried to locate some info on this subject at the Dutch and UK
customs websites. No luck, they only mention the situation in which
you do want to import a yacht in the EU.

I found this website however, and it confirms your thoughts. The info
is a bit old though, so double check before you make plans.
