Lacking mast spreaders I’m wondering how people hang flags or burgees on the
F25.

There are a few possibities:
A mast top flag halyard port and starboard and hoisting your courtesy
flag just over halfway up. club and owner burgees have to hoisted on a
stick above the mast top.
another possibility is putting flag halyard blocks on the mast at 2/3
of the height.
