Freedom 21 Removing Pulpit

Hi, I have a Freedom 21 that broke off it’s mooring this winter and hit a wall(?). Most of it is fine, but the pulpit too some damage. I’d like to remove the pulpit to be fixed, but it looks like two of the bolts/screws securing it to the deck is hidden - these are the aft-most two of the four screws on the front of the pulpit. The others were easily loosened, as the nuts were either accessible from inside the cabin, or exposed as was the foremost two. But these two that I’m talking about do not seem to have an exposed nut anywhere.

My question is, is this a screw or a bolt/nut. If it’s a bolt/nut, how do I access the nut? I’m worried about stripping the phillips head and not being able to remove the screw/bolt cleanly at all.
