There seems to exist a special (reflective) paint for rubber/hypalon
dinghies. Special purpose sticker numbers are also available.

I’ve used stick on numbers on a Number Plate that I tie on to the dinghy.

West Marine has special paint for inflateables and stencils to
make the numbers. I have heard that the stick on numbers on a plate tied to
the boat don’t pass the requirement that they be permanently attached. In any
event the plate is just one more thing to lose.

Even a fat Maajoc Marker would last about a month or two in the Sun. Maybe less
time here in Florida.

WE got a stencil on line and used a fat black magic marker to do the T/T Vesper on the side. It fades in FL after about five months but we just tape the stencil on and do it again.
