Ron,
I believe the horizontal tanks are grandfathered and any
knowedgable propane dealer will fill them. I go to a propane
retail/wholesale dealer who fills mine.

A few years ago, laws were changed to require an overfil prevention device
(float valve) on the valve in any refillable propane tank. This includes
horizontal tanks. There was a transition period when older tanks could still be
filled. This has expired. All tanks must now have this overflow device before
thay can be refilled.
I elected to have the tanks tested and replace the valves on the 6# aluminum
tanks in my F36 to the tune of $160 when I learned that new tanks would be more
than $200.

I changed my valves on my 5or 6# vertical tanks. The first one was done in Shelter Island, NY. They charged me about $25. For the second one, when it became empty, I bought a valve on the internet for about $10. Is there anything difficult about changing the valve on a propane tank? (I’ve
got the same 6lb Al vertical tanks) I did had one tank changed, and got an
extra valve to do the second when it goes empty. If all I have to do is unscrew
the old valve with a wrench and screw in the new one, I’ll save myself $20 in
labor and just do it.
