I noticed that few folks here find covering the mast top problematic. I didn’t like the rubber cup on top of my mast, and looking at pics on our site found some rather flimsy solutions. Well, my mast was down for the repair last month so it was a good time to do improvements on it. What I often do is go to stores like Home Depot and walk the isles looking for ideas. For top of the mast I found test plugs in plumbing supplies. You would need a 3" size. There are the ones that fit on the outside of the mast, I used the one that fits inside and then expands a rubber ring when nut securing nut is turned. I put some marine silicon on the edge of the mast and also sprayed it with a UV rays protectant afterwords. Most masts will require some grinding of the plugs due to antenna and light brackets. Here are some samples of test plugs: http://www.doityourself.com/icat/testcapsandplugs

I was lucky enough to have the original black cap. But if I didn’t,
I’d also do what Mitya does - walk the isles of your local home
improvement store for various “marine” solutions. It’s amazing what
you’ll come up with.
These plugs, either inside or outside, would certainly do the trick.
