I was in a hurry while taking apart my halyard winch and didn’t happen to notice
which
direction the top spindle pawls were pointing. Can I assume they would point the
same
direction as the pawls at the base?

I’m not sure they point in the same direction. But the seats of the
pawls are asymmetrical, so you should be able to see which way the
pawls point. If in doubt, put the drum back on and try.
