I gather that the lower sheave (inserted pipe) may have become loose
and droped down so the hinged piece has a sloppy fit.

I suggest you take the mast apart to see what the problem really is.

inserted (with epoxy) a AL pipe for the repair.

I have seen somewhere on the net an F21’ with the same problem
and the owner had affixed some sort of a metal tube where both parts
of the mast meet. I don’t trailer the boat so the stepping function
is not important to me. What I am planning to do is take the mast
wedges out, wrap a tubular aluminum sheet ( they have them preshaped
at home depot ) around the mast where the knee is so it covers both
parts and tighten it with SS rings. Than put the wedges
back ,silicone, etc. Any suggestions ? bad/good idea ?

Yes, that’s exactly what I have ( To Bob: I got a shoal draft version, with the mast that steps above deck). I will be taking it apart but I think its just worn-out parts in there that can’t be easily fixed. The fix that I was describing did not come from this site. Some fellow by the name Badger Braid briefly mentioned it in some sailing forum.
