I think that my reefing lines are rigged normally; the tag ends are
tied loosely around the boom through leather-lined slits in the sail
(UK), led up to the grommet, etc.

I find that it is difficult to tighten the foot of the reefed sail
because that loop does not slide easily along the boom.

Wouldn’t it be both easier and simpler to tie the bitter end to a
shackle on the outhaul contraption on the end of the boom?

There are two components to getting the foot tight - pulling outward,
and pulling downward. The loop around the boom tends to be the easiest
solution to this problem. Attaching the bitter end to the end of the
boom generally doesn’t provide enough ‘down’ vector to get the clew
low enough on the boom for an effective reef.

On the harken systems, the reefing line goes through a block on
adjustable track so that you can align the block underneath the clew’s
final resting place along the boom. This provides less friction than
the lines tied around the boom, but it may just be that you need to
make your loops a little bit bigger.
